Channels are just a brand name for FIP-2. Channel leads are Warpcast only for now. https://github.com/farcasterxyz/protocol/discussions/71

Yes I'm aware of the FIP-2 part. My impression was that channels is a curated set of FIP-2 discussions: Warpcast implements their channels, other apps implement their own, there's nothing blocking any app using them, but the Warpcast list is controlled by Warpcast.
