Users without the power badge, don’t like priority mode and want more visibility to users with priority mode turned on.

Making power badge more permissive, increases spam. Makes everyone unhappy (except the spammers)

Something we've considered. Challenge is how many people are going to vouch vs. spammy power badge users will almost all vouch.

So you don't end up adding a ton of new good users and you end up having to piss off a bunch of bad power badge users who now lose the ability and don't think they themselves are spammy.

If for new users, spammers will just create new accounts.

Even 1 strike will have people complaining about how this case is different and can you reduce the 1 strike (or if they get a 2nd strike)

1 strike policy? 

or give priority badge to newbies to bypass priority mode
