4. We're going to be working on ways to boost good accounts without the power badge for better discovery.

But sometimes I see some PB user with low quality contents.
If someone get PB, he/she get it forever.

Power Badge is not forever. It re-scores everyone every Tuesday.

How do you determine whether the content of a PB user is good or bad (I mean its quality)? Can PB user report a low quality content of a PB user?

It's based on engagement from other power badge users.
