From what I understand Kennedy was being told to invade Cuba and not show “weakness” to the Soviets in any way. I listened to a pretty good podcast (Sam Harris) a while back that touched on it. About 25mins in or so… https://www.samharris.org/podcasts/making-sense-episodes/330-the-doomsday-machine
