I worry that step 1 might incentivize people with the badge to ignore people without the badge, making it harder for them to get the badge.

I'm not saying nobody new can ever get the badge. I'm just saying less people might get the badge than if the system weren't based on engagement from badge holders. And to answer your next Q: No, I don't have a better system in mind. I'd just get rid of it altogether.

The change to priority viewers SHOULD help but i suspect there are people that do get lost in the crossfire. X number of people getting a power badge does not necessarily prove this untrue.

i think it's naive to assume all PB holders act ethically/fairly here. PB holders can simply not engage with someone they don't like and maintain status quo, and that seems very not-decentralized. Now, were them some metrics in place that showed how likely a PB user is to reply/respond, that would be more transparent
