Confused. 
Where is the degen rain balance? Is this whats deposited in the contract by the tipper & settled at some point in time to replies the tipper likes? 

Only tipping people that already have degen intuitively feels wrong.

currently the action checks how much degen the person has sent to the specified wallet. plus how much of it has been used for raindrop casts (after i backfill older data).

good question, afaik it's the same wallet as the one that deployed degen token contract

(lazy me) who controls the specified wallet?
