Public hubs should never filter, that's purely for frontends and apps to decide

i get the sentiment, but it's up to hubs to decide and coordinate... in this case it's mostly app problem (image and video is separate), but i'm sure i wouldn't want to run a hub that contains links to e.g. child porn
