So - it is a weird one. Looks like a bug haha. I saw a few support tickets on Reddit with this same issue and the consensus was a Figma bug. I took your vector into my own project and couldn’t fill it. I tried re-drawing it with the pen and the pencil and was able to apply a fill to both of my recreations.

I would try it again using pen tool and see if you are still unable to fill? I couldn’t replicate on my own Figma but for sure could not apply full to your vector. Curious if anyone else is able to figure this out or if we should submit a bug ticket. The most common source of this problem is the lines not closing
