Trump does not like the CHIPS and Science Act to seed a domestic microchip industry and reduce our dependence on Taiwan, and his Commerce Department is actively undermining.

Given Trump's goals -- and the support of people like Bannon for the law -- this is puzzling other than as a matter of spite toward Biden. I suspect he'll end up walking this back, but in the meantime, he's using this as an excuse to torment American and multinational corporations, and a group of federal civil servants who are asked to submit to IQ and arithmetic tests.
