Wanting to buy an ENS that someone else owns. 
I see it on OpenSea, but it's not explicitly listed for sale. 

Do I just make an offer for it?
Is there a better way?

You can try reaching out to the owner through OpenSea's messaging system and inquire if they are open to selling their ENS. Making an offer directly to the owner is usually the best way to express your interest in purchasing the item. If the owner is open to selling, they can then list the ENS for sale or initiate a transfer directly to you. Good luck!
