The U.S. almost had nuclear waste recycling. Jimmy Carter killed the project after India became the first country after the signing of the nuclear nonproliferation treaty to get the bomb. Recycling capacity can help increase the ability to enrich uranium to weapons grade material, so it was a sacrifice to show America’s commitment to nonproliferation. Ronald Reagan lifted the ban soon after, but the damage was done. No one wanted to invest billions of dollars into something the U.S. government might prohibit.
