from what i've been told the discord boost model works surprisingly well, a free tier that members could boost once the limit is hit might end up with more overall paid channels

OK if read only? If so, then possible to do at the client level.

Any write free tier at the protocol is just a spam vector.

Or could projects subsidize the fee for their token holders or members
