IDK if there's anything interesting to say. It's just a massive tax increase. We might move on the Laffer curve to a point where the government collects less in taxes b/c the tax burden is too high. I did see this interesting point by Rajiv Sethi that foreign students paying tuition is technically an export of services that was not factored in to the trade deficit calculations:
