who would be supposed to pay the delegates? The protocol itself? I don't see a point for the delegate to "align" with the DAO's interest, since the monetary incentive is not determined by how much you are supported by the protocol but by the delegators.

Makes sense. But what kind of app would want to be an L2 on its own instead of an L3? Apart from huge financialised apps like Uni or Aave, what use cases would need that ”surplus security“ when compared to an L3?

Refraining from using Metamask would help a lot. If other wallets built in seamless bridging (e.g., with Layerzero under the hood), this would solve the absolute most of the pains when using L2s. The solution lies on the surface imo.

Whoever brings an idea of "slashing" someone for acting agains the code is proposing an authoritarian "network" state, which is extremely costly in maintaining due to all the agents and oracles needed to track things. Think of encouraging for positive actions rather than punishing for false ones.
