Can we do mass exits to other L2s instead? It’s unlikely that all L2 perform governance upgrades simultaneously and some L2s will be a lot more secure and decentralised than others. In this case we’d just need to move ETH or other ERC20s from one L2 bridge contract to another. And users initiate exits from other L2s by signing a signature. The proof is transmitted through L1 and forced included into the L2 we’re exiting from.
