I recently wrote down some ideas on how to built a high throughput L2. Some of the design decisions that I would take (and that I suspect other rollups take as well) and why they can't be done on mainnet Ethereum.

Currently raising for a new hyper scaled EVM L2

It removes state merkelization, receipts, and the receipt root, and allows partial block parallel execution using a new transaction type with mandatory access lists

Is it ZK, is it based? How is state done if not merkelized? Are you saying it's not merkle because it's verkle, or some other third thing?

I'm a huge fan of mandatory access lists, and I know how powerful they can be, so this definitely seems like something neat.
