I do not understand your argument, to be honest. Child pornography, gun sales, etc, does happen on Telegram and Durov has full access to anything that's not explicitly e2e encrypted (at least). Any platform in the world would get in trouble for that why is Telegram special in this case?

Telegram does content moderation and takes down illegal content. I know this, because I have reported the content and this has happened. The question is if this is enough for French police who seem to request special privileges of unfettered access to Telegram data and moderation, as per French law passes this year.
