Do all of the $nouns start in the Treasury?

Not at all. You and anyone else can take a Noun they own and deposit it into the $nouns contract and receive 1M $nouns. You could then for example put it into a DEX liquidity pool, or just start tipping your nounish friends :)

I guess my real question is, if we wanted to do a prop house/rounds that rewarded people in $Nouns, how do we do that? Does the Governor contract control the Nouns contract, so that we can vote?

Current spec allows anyone to deposit a Noun and get 1M $nouns.
If you want to melt a treasury Noun for this purpose, you could do a proposal to send a Noun from the treasury to the $nouns contract and get 1M $nouns which could then be used for prop house/rounds
