On first look, it comes with lots of useful patterns out of the box (especially around error handling and async operations), but the learning curve seems steep and a lot of functionality may be redundant in practice.

The mental model is not easy. Played with it a while back and I still feel it's too complex.

Inclined to agree.

They ought to break out a “lite” or “core” package that comes with the essential primitives only.

I’m a builder looking for the next challenge. 

I will test it on one of my future projects and see for myself. I should get a feeling for it quickly and decide if it's for me then (make me code faster and easier).

Also very curious! Was just reading through the docs this week

I used to work with function programming languages like Clojure(Lisp syntax) and familiar with Haskell, so Effect structures looks familiar after them. 

I know only their documentation website https://effect.website/docs/introduction and they have good Guides section, but I'm not  sure if it is super beginner friendly
