Here's the PR clarifying the scope for Pectra/Fusaka/Amsterdam: https://github.com/ethereum/EIPs/pull/8911

Pectra now includes: 

- Increase in validator MAX_EFFECTIVE_BALANCE
- EIP-7702 (evolution of EIP-3074)
- BLS 12-381 precompile (finally!)
- EL-triggered validator exits
- Instant validator deposits (no 2k block follow distance!)

And other minor changes like storing block hashes in state, and changes to attestation and EL <> CL request formats.

There was a push to increase the blob count in Pectra. We couldn't reach consensus on that today and will spend the next month researching this further. If, by then, we feel ready to ship them, we may include them too, along with a TBD EIP changing the blob count/target.
