How will you distinguish real users’ constructive flags from the bots’? (Who rates the raters?)

I saw the best minds of my generation certain they could solve really hard problems if they could just verify people on the internet first, inadvertently choosing a harder problem as their adversary.

But if it needed to actually be implemented, the raters would need to be verified with a proof-of-personhood scheme.
