Depends what you mean by maximally successful - We will certainly store a lot of data in DNA in the future, I imagine most of that will be in synthetic DNA, but I do think there will be a role for in-vivo data storage:

If this project were maximally successful are we storing large amounts of data in plants? How is the average person or enterprise storing or accessing the data? Who is growing the plants and where? What happens if a plant dies?

Would you be open to store data of passifloras registered in the Bolivian Amazon region?

What kind of plants are you looking to start with? 

Since the DNA sits in the 'junk', does it get replicated as the plant creates seeds?
