I think this quote is taken a bit out of context. It should be read more like “Free speech (when Elon uses the term) is code for…” It was in the context of Twitter censoring posts when asked by authoritarian governments at the same time as Elon calling himself a free speech absolutist.

You may say Elon is inconsistent or lying, but even when Elon use the word it is not code. This kind of rhetoric is inherently dangerous because when you label a word is code or dogwhistle, you can claim anyone says anything because one can hear the hidden message not in the literal contents.
