Can there be community consensus while cabals exist, or are cabals part of consensus?

Even some of these casts people like are pure stupidity or dick-riding 

Are people thinking, & coming to their own conclusions, or simply repeating/liking what the popular kids do?

i think it depends on the cabal and each individual person in the cabal. cliques are not immune to time, culture, loyalties, power... thats why empires fall and finding, building, supporting a good community is important

Not sure if this is completely related but I often think that a growing proportion of people are going to feel the need to look to more “central” figureheads for opinion leadership to make sense of this ever complexifying world.
