Why does Yonkers get the special yearly shout out for NY State taxes lol?

Yonkers almost went bankrupt a bunch of times in the 70s and 80s and a  state oversight board took over city finances. Then in the 80s they lost several federal civil rights cases. At one point they were fined $1 million/day. The city income tax was all part of this, and to this day we shame Yonkers residents by making them tick extra boxes on their tax returns.
