I have a gif file. its size is 230 MB. What application should I use to compress this?

Want to post large gifs and videos on Warpcast, but you can't ! 

Try this /art-school tutorial

Open your video in Photoshop (or convert your large gif to video first) 

Open the Timeline panel (Window > Timeline) in the Timeline panel menu, choose Set Timeline Frame Rate. Lower that as far as you can stand.
