Very simple spec for a first cut of programmable DCs. Plan is to basically expose a thin layer on top of internal Warpcast APIs. We don't know enough about the final shape of public DC APIs, so will keep it simple to start.

Just went through the spec. It's scary that opt-ins are not part of V1. 

@v  @dwr.eth  please don't launch this without the opt-ins. Otherwise, you'll be dealing with the spam for months!! 

Also, it's missing throttling. Consider that for V1, too.

v2 will come next week or the week after, and will have some kind of opt-in model.
