We’re making a few changes to Warpcast Rewards this week: 1. If you earn > $600 and live in the US, you’ll have to fill out a 1099 to collect further rewards. 
 2. If we don’t know which country you’re in, we won’t be able to send you any rewards.

I'm in Canada, but I wonder, if the recipient does not fill out the form, and if you still pay them, who pays the penalty -- Warpcast or the recipient?
