Unless the state can pay for goods or services in bitcoin, they are just going to dump the BTC when it goes up. On the flipside, an Ethereum reserve could be productive - staked, utilized in DeFi, and/or spent on gas. https://x.com/BitcoinMagazine/status/1904294798724362464
