Hmm I'm not sure if I agree with the first part, tools are neutral. However, I think we should also prioritize defensive technologies to protect against bad actors

We do owe a best effort to make tech useful for honest actors and less useful for crime.

But the sentiment is correct. “what if (bad guy) uses this” is the favorite concern troll of people who want everything permissioned and locked down
