Basically someone posts an address and says send x ETH here for presale. Tons of people do it because it’s a lotto ticket. Then either the individual disappears or instantly rugs the project. In rare cases, it becomes a huge project (see: BOME). They are posting from both 33Bits and anoncast, ensuring there is no recourse for the inevitable outcome.
