Everyone who speaks in geopolitical arena refers to "West" as the American, Canadian, European, and Oceanic allying countries (obviously by European alliance I also refer to mostly EU / NATO / WE / NE countries)

The context includes larger geo-influence and interconnected economies too. FWIW, many of the rankings are flawed as their parameters are constrained.
