Usual first step to creating this is an employee + owner census- gathers employee age, salary, ownership %, estimate of desired contribution amount - then plan design can begin. Feel free to dm if you want more info- have a few plans I manage in the bay.

Generally speaking it isnt that hard to add after tax contributions or inservice rollovers/conversion features to a 401k plan- the challenge is creating that type of plan for a startup without becoming top heavy (non-compliant). All depends on how many employees, owners, who plans to $add etc- I’m a FA-

401k Plan design/administration takes work- typically startups are unwilling to pay the additional cost to create a boutique plan- so many 401k providers offer mainly the cookie cutter starter 401k plan- especially when starting from zero $ balance.
