it's a way to delegate decision making power within a group by following the lines of trust.

Delegations are transitive. A trusts B. B trusts C. Therefore A trusts C, and C now has the voting weight of 3 people in decision making processes should they choose to be involved.

In times of high trust -- very few people with large numbers of votes are needed to agree and make decisions.

But when trusts breaks down, most people DON'T delegate and now the process looks a whole lot more like direct democracy. Lots of debate and ideas to find a new order.

High trust is energy efficient. 

Low trust environments are energy expensive and naturally incentivize people to get back to a high trust arrangement.
