FIP: Reduce Storage Limits

@wazzymandias.eth's proposal is up for review. it reduces the # of casts, links and reactions per storage unit to help hubs scale.

I mean it's kind of incredible. 

Not only are they taking value from us. 

They're not fixing the biggest problem.  

What a proposal.  Then they served it up like they were doing us all some kind of huge favor.

yeah this one's no favor for us fr. Only benefitting the hubs 🫠 they got their priorities wrong I reckon. Should focus on users engagements first before other optimisations
