I do believe anyone can do it and that the vibecoding enables this. But prior to vibecoding had experience with Python and had shipped apps in Ruby on Rails and much simpler ones in vanilla JS. I am still retarded, but not a know-nothing

it still couldn't do complex systems and sometimes hallucinates. it'll improve but definitely helps with some coding experience
