Choosing an ID should have a cost/premium associated with it, else it grabs the youngest noun. The older the noun the higher the premium to pull that noun. I am super against equalizing the cost of noun IDs. Basically ruins the entire idea of early membership.

@el4d made a good point, that we probably would never add DAO low ID nouns into the pool. So we wouldn't really have to worry about noun age much. However, creating a value stream from people's choice in the noun they want is interesting. Take the youngest noun for free, or pay for choice.

thanks @brennen.eth. my tldr: * keep this version as-is, allowing redeemers to specify the ID they want * assume DAO and others deposit their youngest nouns so we don't really lose low ID premiums * explore youngest-out and random+fee designs for a future version, no rush if social layer uses the pool as expected
