I was wondering how Ethereum EIPs got GitHub to show over 7,000 files in one directory and then realized there are only 857 EIPs. Dumb question: how does the EIP numbering scheme work? Seems like the newest is 7883.

They are usually numbered by the editors (not the author) when a PR is opened, but not every PR gets merged. Many never advance, so there are gaps. People sometimes try to game the system and snipe "cool" numbers, but numbering is at the discretion of editors. There was a lot of juvenile contention for EIP-6969.

every proposal gets an ID but only approved ones are merged into the repo and become an official EIP
