Important note: The outcome over which people should be betting is not whether a team will or won’t get a grant, but whether they will deliver all milestones and outcomes described in their proposal. And yes, the goal would be for people to be able to make money betting on this.

Whether a project will or won't get a grant would be interesting too, but more for projects looking to discern if it's worth the time to go through the whole proposal and campaign process, like if all the *yes they wil* is for software development, then I'd skip applying for community engagement work.
