Russians reserve their friendliness for those they already know.

The unwillingness of Russians to be friendly and helpful to strangers contributes to Russia’s corruption problem.

Being friendly and helpful to  strangers makes everyone’s lives better, and a nation more productive and understanding of others.

This is of course a generalisation, and exceptions always exist.

And yes, I’ve lived in Russia.
