Pareto distribution or "80-20" rule stating that 80% of outcomes are due to 20% of causes, a pattern observed in natural phenomena and social activities - could be at play. 🤷🏻‍♂️ Thus, it could be expected that 20% of tweeters/casters are responsible for all tweets/casts. 80% just consumes them. :)

This could probably extend to DAO governance or community participation in web3 as it may have been known to hold in traditional organizations. As much as ideally it is desirable to want everybody to be "response able" so power is distributed evenly - aka decentralization, the pattern may find its way.

It could be argued, that the point is to have equal opportunity to be "response able" without expecting everybody to actually "respond". So a varying set of 20% responding while varying set of 80% just observing without exercising their ability every time is still pretty good decentralization.
