Another approach could be using vModel, this will force active users to do the delegation after a couple of months/year.

But are people going to do that? Isnt it the case that „older“ L2s have a delegation problem and all L2s will likely walk down that road cause people just don’t care even if they invest non trivial amounts?

Imo, if projects start to actively reward delegations, like Optimism did in their third airdrop, i see an increase in delegation/participation. 'It's just a gov token' sentiment needs to change and one way to reward delegation, either from DAO treasury or protocol revenue

Has this had a lasting impact on OP? Or was it one time positive, but in the end we are back to where we were before? My gut feeling tells me that basically no one is delegating after buying (and/ or depositing into lending to generate a little APR)

I believe that basically only „staking“ (which includes delegation) can fix this and that’s likely still a huge legal obstacle we need to overcome first before a majority of tokens is really in governance.

Since then total votable supply has gone up, not sure if it was bcz of airdrop though but if one project is making it clear that delegation will be rewarded, my assumption is that we see more activity towards delegation.
