How much whining is to be expected and tolerated?

Say for 3-5 years old, or something

I don't have a baseline for my expectations

Every kid is different.

With our first ( 4 y/o) we set a firm boundary of requiring he speak to us without whining before we’ll engage further. 

“I can't understand you when you whine like that. I want to help you, but you need to say it calmly, without whining for me to understand” is our go to. 

If he keeps whining, there's absolutely no way he gets what he wants.
