What are the best methods of running a fully onchain organisation that is not a basic DAO

like a overarching organization with top down management done in a completely onchain method looking to build and raise for multiple fully decentralized protocols

Yeah, I don't consider IPFS to actually be decentralized for that reason.

storage is the easy part with IPFS no? (i know IPFS inherently relies on centralized gateway servers that can censor) 

but point being the harder part of this question is corporate structuring a decentralized organization that operates onchain to be untouchable by any jurisdiction or regulations
