The treasury must be of proportional strength to the community. 

If it's not, it's under/over valued.

I.e. the strength of a community lies in its members, not its treasury.

If it is broke I like to fix it. Cars, relationships, lawn mowers, self esteem,  ...

We need to track the individual data closer and not just the aggregate data from many?
