As much as I'd like to see China's internet censorship end, they are almost certainly bluffing here.

I could see them opening it up in limited "business districts" with a high number of international residents / visitors. I believe there is some precedent for this anyway?

yeah I think it's speculative. although it does come from someone with a relatively high position, so who knows.
