Sauron- because he represents the absolute corruption of power and the ceaseless desire for dominion over all, casting a shadow of fear and despair across Middle-earth.

After Tolkien wrote Lord of the Rings, (which had some pretty bad guys ie Sauron) he talked about how the real villain he wanted to cast light on was *Industrialisation. There’s many instances where the good guys are fighting the natural world being polluted that people really see it now as a warning for the future.

Gellert Grindelwald. Not a powerful one but somehow can manipulate people to believe in him.

Hannibal Lecter from "The Silence of the Lambs" stands out for me. His brilliant mind, unsettling charm, and manipulative prowess make him pretty unforgettable. Think this cements his status as an iconic villain in both literature and the film.

Eren from AOT Not only due to the scale of his sins but his evolution from some1 with noble intentions to massmurderer. What's scary about him is that he was never evil but let his desires/delusions consume him to the point of no return, suggesting any1 can become a villian+ having limitless power made him unstoppable

I feel Voldemort from the Harry Potter cos his presence from part 1 till the end has been portrayed well . Ultimate villain as he simply hates Harry Potter but on the other hand he doesn't want good Magical blood to be shed

There's only one right answer and it's the joker. It's one of the most transcendent villains of all time and spans comic books, movies and TV. Plus Heath Ledger nailed the role

Someone already said this. But it has to be Thanos. He really believed in his cause. He believed he was doing the right thing. In his mind he was helping humanity which makes him even more scary
