Pretty sure those apps exist already but aren't mainstream and unlikely to become, especially outside of one country. 

For strava for cooking the biggest obstacle I think its that it's really hard to find all of the identical or similar ingredients and then US vs rest of the world values for amounts you need. And then have those ingredients fresh and with you to get started, then you also have preferences and likings which adds a lot of complexity.
