Curious what people think of this: 

Chains want builders 
Builders want users
Users want yield or rewards 

so get users to earn that yield by using as many apps on a chain as possible, the more active they are in the ecosystem, the greater they get.

this means more user activity which could incentivize more builders to deploy etc and then cycle repeats 

the sustainable way to do this would be to distribute sequencer fees to the most active users proportionally

note: Probably need someone to verify humanity etc at one point to prevent Sybil’s

Even with proof of humanity, you could verify your address and write scripts to maximize sequencer fees driven. Best way to reward users is hide the rules of the game.
