I would suggest addressing the issue of how to deal with lack a full consensus in a “Network State” community￼.

an simple network state setup guide—a quick and dirty checklist for how to set up a network state of your own in some arbitrary amount of time that seems intuitively reasonable, e.g., 24 days.
